한미일 공동성명 발표"北 대화에 복귀토록 최대한 압박…추가제재 포함 새로운 유엔 안보리결의 조속 채택"

[시사투데이 윤용 기자] 문재인 대통령과 도널드 트럼프 미국 대통령, 아베 신조 일본 총리 등 한미일 3국 정상은 6일(현지시간) 만찬을 겸한 정상회담을 가진 뒤 북한이 대화에 복귀하도록 최대한의 압박을 가하기로 협력하는 내용의 공동성명을 채택하고, 7일 발표했다.

3국 정상은 성명에서 북한이 지난 4일 발사한 미사일을 ICBM이 아닌 '대륙 간 사거리를 갖춘 탄도미사일'로 공식 규정하고 "복수의 유엔 안보리 결의를 정면으로 위반하고 한국, 미국, 일본뿐만 아니라 전 세계 국가들에 대한 북한의 점증하는 위협을 명백하게 보여줬다"고 규탄했다.

3국 정상은 "북한의 위협에 함께 대응하고 3국 공동의 목표인 한반도의 완전하고 검증가능하며 불가역적인 비핵화를 평화적 방법으로 달성하기 위해 공조하는 것이 중요하다"고 강조했다.

3국 정상은 이어 "북한이 태도를 바꿔 도발적이고 위협적인 행동을 자제하고 비핵화를 위한 진지한 대화로 복귀하도록 최대한의 압박을 지속적으로 가해나가도록 협력하기로 약속했다"고 밝혔다.

또 3국 정상은 "북한의 핵무장을 결코 용납하지 않을 것"이라며 "북한이 올바른 길을 선택한다면, 국제사회와 함께, 북한에게 보다 밝은 미래를 제공할 준비가 돼있다"고 강조했다.

문재인 대통령, 트럼프 대통령, 아베 총리는 대북 제재조치와 관련해 "북한이 불안정을 야기하며, 도발적이고, 긴장을 고조하는 자신의 행위로 인해 스스로에게 심각한 결과가 초래될 것이라는 점을 보여주도록 추가 제재를 포함한 새로운 유엔 안보리 결의를 조속히 채택해 나가기로 했다"며 "국제사회가 신속하고 철저하게 모든 안보리 결의를 이행해 나갈 것과 북한과의 경제적 관계를 축소하는 조치를 취해야 할 것"이라고 촉구했다.

아울러 대북 강경조치에 미온적 반응을 보이는 것으로 알려진 중국과 러시아를 겨냥해 "북한과 국경을 접한 국가들이 북한에 현재의 위협적이고 도발적인 길을 포기하고 즉각 비핵화 조치를 취할 것과, 탄도미사일 프로그램을 중단할 것을 설득하는 보다 적극적인 노력을 기울여달라"고 촉구했다.

3국 정상은 또 "각각의 동맹(한·미동맹, 미·일동맹)을 더욱 강화하고 북한의 어떠한 공격에 대해서도 억지 및 대응할 수 있는 능력을 지속적으로 증강시켜 나갈 것"이라며 북한의 위협에 직면해 3국간 안보협력을 지속적으로 발전시켜 나가기로 약속했다.

특히 트럼프 대통령은 미국이 보유한 모든 범주의 재래식 및 핵 역량을 활용한 한국과 일본에 대한 미국의 철통같은 방위공약을 재확인했다.

President Donald J. Trump, President Moon Jae-in, and Prime Minister Shinzo Abe met in Hamburg, Germany, on July 6 to discuss the serious and escalating threat posed by the Democratic People’s Republic of Korea (DPRK) nuclear and ballistic missile programs. The three leaders condemned the DPRK’s unprecedented launch, on July 4, of a ballistic missile with intercontinental range, a major escalation that directly violates multiple UN Security Council (UNSC) resolutions and that clearly demonstrates the growing threat North Korea poses to the United States, the Republic of Korea (ROK), and Japan, as well as countries around the world. They affirmed the importance of working together to counter the North Korean threat and to achieve the complete, verifiable, and irreversible denuclearization of the Korean Peninsula in a peaceful manner, a shared goal among the three countries. They also committed to continue to cooperate to apply maximum pressure on the DPRK to change its path, refrain from provocative and threatening actions, and take steps necessary to return to serious dialogue for denuclearization. The three leaders emphasized that they, together with the rest of the international community, stand ready to offer a brighter future for the DPRK if it chooses the right path. The United States, Japan, and the ROK will never accept a nuclear armed DPRK.

President Trump, President Moon, and Prime Minister Abe decided to press for the early adoption of a new UNSC resolution with additional sanctions to demonstrate to the DPRK that there are serious consequences for its destabilizing, provocative, and escalatory actions. They called on the international community to swiftly and fully implement all UNSC resolutions and to take measures to reduce economic relations with the DPRK. The three leaders also called on the nations that border the DPRK to make further efforts to convince the DPRK regime to abandon its current threatening and provocative path and immediately take steps to denuclearize and to halt its ballistic missile program.

The three leaders underscored their commitment to further strengthen their respective alliances and ensure they continue to increase the capabilities to deter and respond to any attack from the DPRK. They committed to continue advancing trilateral security cooperation in the face of the threat posed by the DPRK. President Trump reaffirmed the United States’ ironclad commitment to defend the ROK and Japan using the full range of U.S. conventional and nuclear capabilities.
